Siri Call "so&so" on speakerphone NOT WORKING

Before IOS10 I use to be able to call someone with Siri saying: Siri Call "so&so" on speakerphone.

It calls, but does not turn on the speakerphone on with the call. I have a friends iphone with IOS 9 and it works flawlessly.

This is definitely a bug...please squash it. I am handicap.
